There are a few layers to the "Hop on gmod kitten" gif. The primary joke revolves around the arousing nature of the clip from Arcane. Though the original clip is not meant to impose dominance, the text "hop on Gmod kitten" communicates a power dynamic between the sender and the recipient. However, this is greatly juxtaposed when sent between two friends, as there (ideally) is not a power dynamic. This juxtaposition adds to the effect of the gif.
It's possible it was created with genuine intent, for someones "discord kitten", which would even further add to the joke. Whether or not this is the case is unproven, but merely the idea of it being true has just as much effect.
Modern Usage
In present day, the gif is used to communicate a general sense of "Let's go play this game please", and not the dominant effect it may have been created to convey.
